I regret to find that the Lords Commissioners of Her Majesty's Treasury have been allowed to remain under the impression - that the only course open to the Treasury Officer M. Webb in obtaining subsidiary coinage was to compete with Banks, Merchants, and others by tendering the amount at which he was prepared to purchase the requisite quantity of coins.

The real facts of the case are these: On the 31st May a letter was written to the Assistant Military Secretary, in which opportunity was taken to inform him of the arrival of some subsidiary coins in the following terms: "I am further directed to inform you that this Government is in receipt of a supply of Subsidiary coins and will be prepared to assist the Control Department to a reasonable extent at Exchange on receipt of a Bill or Cheque."

Information was at the same time conveyed privately to the Senior Commissariat Officer - that this offer had been made, and that at any time the Government
